Notice from the Swimming Center of the General Administration of Sport on Public Solicitation for Online Training Course Recording Services for Swimming Coaches



1. Project Solicitation
We are now publicly inviting applications for services to record an online training course for swimming instructors.
II. Solicited Content
To further implement and advance the long-term development pathway for Chinese swimmers, unify training philosophies, refine training methods, and cultivate a talented pool of swimming coaches who possess solid theoretical knowledge, outstanding technical skills, broad perspectives, and a strong spirit of innovation—thus laying a robust talent foundation for the high-quality growth of China’s swimming program. The specific details for submission are as follows:
(1) Online Course Recording
We plan to record a total of 40 online course hours, divided into two modules: online theoretical lessons and online practical demonstration courses. Specifically, the online theoretical module consists of 7 courses totaling 20 hours, while the online practical demonstration module also includes 7 courses, adding up to another 20 hours. Each hour is structured as 45-minute sessions. The instructors and demonstration experts will be selected and assigned by our center.
(II) Post-Production Video Editing
Perform post-production on the recorded online course videos, including but not limited to adding subtitles, voiceovers, standardizing visual elements, incorporating animations and special effects, providing verbatim transcripts, and creating follow-up interactive content after the course goes live.
3. Qualification Requirements
(1) Possess independent legal status and have a registered capital of no less than RMB 1 million;
(II) Possess experience in recording online courses and be capable of organizing live online lectures and webinars, as well as producing recorded playback videos.
(III) Candidates must have relevant project service experience, with at least two successful cases of recording and live-streaming online courses, MOOCs, or web-based classes. Relevant case studies must be provided as proof.
(IV) Possess the necessary software and hardware for underwater video recording, as well as a photographer capable of safely operating the camera underwater (with either a diver certification or swimming skills certification), able to carry out underwater video recordings.
4. Service Fees
The funding for this project is 400,000 yuan.
5. Application Materials
Intending organizations must submit the following application materials as required (all documents must be stamped with the official company seal):
1. Company Profile (template available in Attachment 1);
2. Copy of the business license;
3. Copy of the legal representative's ID card;
4. Introduction of past service cases for similar projects, along with relevant supporting documents;
5. Introduction of the core team members;
6. Detailed breakdown of the filming budget (not to exceed 400,000 yuan);
7. Contacts and contact information;
8. Other supplementary materials deemed necessary.

6. Submission Period
From the date of this announcement until September 14, 2025, applications received after this deadline will not be accepted.
7. Submission Process
The Swimming Administration Center of the General Administration of Sport will organize experts to review the application materials. Based on factors such as the applicant organization’s industry strength, filming experience, shooting budget, team capabilities, and equipment availability, the center will select the final course-recording partner. If necessary, a project presentation and defense session will be conducted. The list of selected organizations will be publicly announced on the official website of the Chinese Swimming Association for a period of 5 working days.
8. Important Notes
The applying organization must ensure the authenticity and completeness of the submitted materials and attachments; any false information will result in disqualification from the application process.
