Notice Regarding the 2025 National Junior Swimming Club "Dolphin Star" Championship

To all relevant units:
The 2025 National Children's Swimming Club "Dolphin Star" Championship will be held from May 17 to 18 in Wuxi City, Jiangsu Province. The event is organized under the guidance of the Swimming Sports Administration Center of the General Administration of Sport of China and the Chinese Swimming Association, with the Wuxi Municipal Sports Bureau serving as the host and Wuxi Bowei Sports Industry Investment Co., Ltd. taking charge of implementation. After careful consideration, the following referees have been selected to officiate at this competition.

II. Requirements
(1) Please have the aforementioned personnel report to the Jiangsu Province Wuxi Swimming and Diving Hall by May 14. Contact: Gu Yuan, mobile phone 13912354455.
(II) Accommodation, meals, and travel expenses (including hard sleeper train tickets or discounted airfare) for the aforementioned personnel will be covered by the Organizing Committee.
(III) All referees are requested to bring their own light-colored trousers.
(IV) Referees shall not concurrently serve as coaches or team leaders.
(5) All individuals participating as referees must attend the on-the-job training; please arrange for personnel to participate through the organizing unit.

I. Time and Location

II. Competition Events

3. Participating Organizations
Relevant provincial, municipal, and autonomous region swimming clubs across the country, as well as schools and kindergartens, are invited to participate. Individual entries will not be accepted for this competition.
4. How to Participate
(1) Age Requirements
1. Toddler Group: Children born between September 1, 2018, and August 31, 2019.
2. Grade 1 Group: Individuals born between September 1, 2017, and August 31, 2018.
3. Second Grade Group: Individuals born between September 1, 2016, and August 31, 2017.
4. Grade 3 Group: Individuals born between September 1, 2015, and August 31, 2016.
(II) There is no limit to the number of participants each unit can register, but each person is allowed to enter a maximum of 2 events (except for relay events).
(III) Each relay team is limited to entering 1 team, with each team allowed to register 2 male and 2 female athletes.
(4) Participants must submit a "Voluntary Participation Liability Form" signed by their guardian and pay the registration fee to register.
(5) Participants must carry their second-generation ID cards or student enrollment certificates at all times and must be accompanied by their guardian, team leader, or coach during the competition.
(6) Athletes participating in the competition are responsible for their own medical examinations; only those who pass will be allowed to register and compete.
(7) Kickboards will be provided by the organizers; participants should bring their own swimming gear, but swimwear—both swimsuits and swim trunks—must not extend past the shoulders or knees.
(8) In the event of personal injury or property damage caused by individual health conditions or other personal reasons during the competition, participants shall bear full responsibility.
(9) Participants must compete according to their age group requirements and are not permitted to register for a higher age group.
5. Competition Rules
(1) The competition will follow the relevant competition rules issued by the Swimming Administration Center of the General Administration of Sport of China.
(II) All competition events will feature a single final round. For individual and relay events, the top eight finishers will be recognized; if fewer than eight athletes compete, the ranking will decrease by one athlete at a time, continuing down until all participants are accounted for. If an event has fewer than three competitors, it will either be changed into a demonstration event (with no official rankings awarded) or switched to a different event altogether.
(III) For the kicking events, athletes start from the pool wall underwater (without using a starting block), with two athletes per lane. All other events will follow the latest swimming competition rules approved by the General Administration of Sport of China.
(Four) This competition will feature awards for Outstanding Sports Team, Best Participating Team, Best Athlete, Best Coach, and Best Referee. Each award will be selected based on a ratio of 10:1 relative to the number of athletes in each participating team. Teams with 9 or fewer athletes will not be eligible for consideration. Please submit your team lists to the Tournament Scheduling Committee by 4:00 PM on May 17.
(5) Anyone found to have impersonated another competitor or submitted falsified information will have all their individual competition results canceled, as well as the team’s overall team score for any events they were involved in.
6. Ranking, Scoring, and Awards
(1) The top 8 finishers in each age group will receive medals and certificates, while the top eight teams in the overall team standings will be awarded trophies along with certificates. If fewer than 8 individuals or teams participate, the number of qualifiers will be reduced by one.
(II) Scoring Method
1. Points are awarded to the top 8 finishers in each event as follows: 9, 7, 6, 5, 4, 3, 2, 1.
2. Relay events will be scored as 18, 14, 12, 10, 8, 6, 4, and 2 points, respectively.
3. In case of tied rankings, points will be awarded based on the ranking achieved.
4. Method for Scoring the Team Overall Ranking
(1) Individual event scores for each age group, plus the cumulative scores from relay events, are added together to determine the team’s total score.
(2) The competitor with the higher score ranks higher; if scores are tied, the one with more first-place finishes ranks higher, and if those are also tied, the one with more second-place finishes takes precedence, and so on.
7. Registration and Check-in
(1) Each participating team must submit their completed registration form—printed on a computer, filled out according to the specified format, and officially stamped with the team’s official seal—by May 6, 2025 (as determined by the local postmark). Please mail both the original, stamped registration form and one-inch, bareheaded photos of all team members (including the team leader, coaches, staff, and athletes) to the Wuxi Swimming and Diving Hall (Mailing Address: Sports Affairs Department, Swimming and Diving Hall, No. 1500 Taihu West Avenue, Binhu District, Wuxi City). Registrations received after the deadline will not be considered for competition arrangements; the date of the official stamp on the registration form will serve as the definitive proof of submission.

(2) Please have each team assign a designated representative to report to the Jiangsu Province Wuxi Swimming and Diving Arena by 12:00 PM on May 16. Contact person: Gu Yuan
(3) Upon registration, each team must provide a health examination report from a medical institution rated Level 2 or higher, conducted within the past three months. The report should include: the athlete’s personal photo, electrocardiogram results, blood pressure data, and must be stamped with the official seal of the medical institution.
8. Funding
(1) Competition Service Fee
Each participant is required to pay a competition service fee of 125 yuan (which includes personal accident insurance). Please transfer the payment to the designated account for your competition zone by April 30 at the latest.

(II) Medical services will be provided during the conference; participants are responsible for covering the associated costs.
(III) The Organizing Committee will provide unified services for participants, including transportation, accommodation, meals, and guided tours/visits—participants are responsible for covering the associated costs. All fees must be paid in advance; teams that fail to settle their payments on time will not be accommodated.
9. Arbitration and Adjudication
The arbitrators and chief referee are appointed by the Swimming Administration Center of the General Administration of Sport of China, while other referees are selected by the organizing entity.
10. This event is not included in the 2025 General Administration of Sport of China Athlete Technical Rating Event List, and therefore, athletes cannot achieve a technical rating through this competition.
