To fully implement the General Administration of Sport's guiding principles on strengthening nationwide fitness initiatives and further promoting the popularization of swimming as well as the high-quality development of swimming-related fitness activities, the 2025 Fourth National Swimming City Series (Chengdu Station), guided by the Mass Sports Department of the General Administration of Sport of China and organized jointly by the Swimming Sports Management Center of the General Administration of Sport of China and the Chinese Swimming Association, with Sichuan Provincial Swimming Association serving as the unit, will be held in Chengdu. Details are hereby announced as follows:

I. Time and Location

It will be held from April 12 to 13 at the Swimming Pool on Xipu Campus of Southwest Jiaotong University.

2. Registration

This competition will feature a Youth Division and an Adult Division. The Youth Division matches will take place on April 12, while the Adult Division matches are scheduled for April 13. When registering, please ensure that each participating team submits their online application separately, according to their respective division.

Individual registrations are not accepted for this competition. Each team must designate a specific person to handle the registration process collectively. Teams should register online, and after successful registration, they must submit the completed registration form via email to the’ designated mailbox (as outlined in the competition rules).

Please log in to the website www.yue716.com when registering for the competition, and select the entry corresponding to your category (note: the entry for the Youth Group differs from that of the Adult Group). Then, click "Register Now" to complete your registration. (Teams using this system for the first time are advised to first log in to the WeChat mini-program "Shuima Sports" and register using their mobile phone number.) Alternatively, you can choose the appropriate entry for this competition directly within the "Shuima Sports" WeChat mini-program. For detailed registration steps, please refer to the website. In this competition, the youth category is limited to 900 participating athletes, while the adult category is capped at 700. Registration will close once these quotas are reached.

4. Participating Organizations

Teenage swimming clubs from across the country— including those in Hong Kong, Macau, and Taiwan— are welcome to register. Individual entries will not be accepted for this competition.

The 4th National Swimming City Series in 2025 will feature both a Youth Division and an Adult Division, and participating clubs can enter competitions in both categories simultaneously.

6. Participation Guidelines

(1) Eligibility Age Groups for Participants

Group A: 7-8 year olds (born between January 1, 2017, and December 31, 2018);

Group B: 9-10 year-old category (born between January 1, 2015, and December 31, 2016);

Group C: 11-12 year olds (born between January 1, 2013, and December 31, 2014);

Group D: 13-14 age group (born between January 1, 2011, and December 31, 2012);

Group E: 15-16 Age Group (born between January 1, 2009, and December 31, 2010);

Group F: 17-18 Age Group (born between January 1, 2007, and December 31, 2008).

(II) Participating athletes must submit a "Voluntary Participation Liability Form" signed by themselves or their guardian, and pay the registration fee to be eligible for entry.

(III) Physical Health Requirements for Athletes

Swimming competitions are a physically demanding sport that places high demands on participants' fitness levels. Participants should be in good health, and athletes can choose to register based on their own physical condition and individual abilities.

The organizing committee advises participating athletes to undergo a health check-up at the appropriate medical facility. Athletes with any of the following conditions or diseases will not be permitted to compete:

1. Congenital heart disease and rheumatic heart disease;

2. Hypertension and cerebrovascular diseases;

3. Myocarditis and other heart diseases;

4. Coronary artery disease and severe arrhythmia;

5. Diabetes with either excessively high or low blood sugar levels;

6. Individuals unsuitable for this sport.

(4) Practice good health precautions

1. All participants are primarily responsible for their own health—please continue to wear masks as needed and correctly, wash your hands frequently, and maintain a safe distance from others.

2. Participants and their guardians should closely monitor the athletes' physical health. If any discomfort or symptoms arise, please stop the competition immediately.

(5) In the event of personal injury or property damage caused by individual health conditions or other personal reasons during the competition, the participant shall bear full responsibility.

(6) Young athletes participating must have a solid foundation of long-term swimming training and practice, ensuring they can complete the 600-meter swim distance continuously without interruption. Additionally, they should demonstrate the physical fitness and health required to successfully tackle the specific distances and swimming styles associated with their chosen events.

(7) Current professional team athletes who participated in national professional team competitions during the 2023-2024 season are ineligible to compete.

(8) Participants must register within their designated age group and are not permitted to skip a group.

(9) Participating athletes must strictly adhere to all competition and safety regulations of this event and accurately submit all documents required by the organizers. Athletes under 18 years of age must be accompanied by a guardian or the team leader/coach (the team leader and coach must have obtained authorization from the athlete’s guardian). Both the athlete and their guardian are required to sign a health examination certificate, which must include a medical check-up report issued within the past three months by a healthcare facility accredited at Level 2 or higher.

(10) To set a positive example for young athletes, anyone with tattoos is required to cover them up before the competition (using concealer foundation or similar products). Failure to do so will result in disqualification.

7. Competition Rules

(1) The competition will follow the latest swimming competition rules approved by the Chinese Swimming Association.

(II) All competition events will feature a single final round, with rankings determined solely by performance. In cases of tied scores, the tied athletes will share the same ranking, and the next position will be skipped entirely.

(III) Each team can register an unlimited number of athletes, with each athlete limited to entering up to 2 individual events (excluding relay events).

(4) Each participating team is limited to one relay team per age group for each relay event (4 men, 4 women).

(5) Athletes must present their original ID cards to the registration officials upon entering the competition; otherwise, they will not be allowed to participate.

(6) Anyone found to have impersonated another competitor or submitted falsified information will have all their individual competition results canceled, as well as the team’s overall ranking in the team standings.

(7) The organizing committee reserves the right to conduct bone age testing on participating athletes, with the cost of testing to be borne by the athletes themselves.

VIII. Reward Measures

(1) The top 8 finishers in each age group for individual events and relays will receive competition certificates uniformly produced by the Swimming Sports Administration Center of the General Administration of Sport of China. Medals will be awarded to the top three finishers.

(II) All participants will receive a participation certificate uniformly produced by the General Administration Center for Swimming Sports.

(III) The top 8 teams in the overall standings (Youth Category) will receive trophies awarded by the Organizing Committee.

(4) Scoring Method:

1. Individual event: Positions 1 through 8 receive 9, 7, 6, 5, 4, 3, 2, and 1 points, respectively.

2. Relay events: Points are awarded to 1st to 8th place as follows: 16, 14, 12, 10, 8, 6, 4, and 2.

3. The team's total score is calculated by adding up the individual event and relay event scores of each participating team. Teams are ranked based on their total scores; in the event of a tie in total scores, the team with more first-place finishes ranks higher, followed by the team with more second-place finishes, and so on.

4. The overall team score will be calculated separately for the Youth Group and the Adult Group.

(5) Athletes who win first place in each individual event across the 10 legs of the 4th National Swimming City Series in 2025—excluding athletes in the 7-8 age group (hereinafter referred to as "qualified athletes")—will earn the right to compete in the corresponding individual event at one of the 10 leg events of the 2025 National Youth Swimming U-Series Competition (hereinafter referred to as the "U-Series Events"). Details are as follows:

1. Eligible athletes must submit a written application to the organizing committee after the competition, signing to confirm their participation in the specific U-series event rounds and events for which they have qualified.

2. Athletes qualified at the Shenzhen, Xiamen, Zaozhuang, Chengdu, and Anshan stations can register for the U-Series events in the second half of 2025. Athletes qualified at the Zunyi, Urumqi, Zhengzhou, Yangzhou, and Qingdao stations are eligible to register for the U-Series events in the first half of 2026.

3. Eligible athletes are permitted to participate in only one U-Series qualifying event and may not compete in multiple events.

4. Athletes who meet the eligibility criteria can register for any event without restriction.

5. Once qualification is confirmed, participants may not change their competition station or registered event. Failure to complete the registration process by the specified deadline will be considered a withdrawal.

6. Eligible athletes must comply with all regulations outlined in the U-Series event guidelines; otherwise, their participation eligibility will be revoked.

9. Registration and Check-in

(1) Online Registration

Individual registrations are not accepted for this competition. Each team must designate a specific person to handle the registration process on behalf of the entire team. (4) Late registrations will not be accommodated for competition. In case of discrepancies between online and mailed registration forms, the officially printed and stamped registration form submitted after successful registration shall prevail.

(5) After the registration deadline, if a club (team) is unable to participate in the competition due to personal reasons, it will not be allowed to substitute another participant.

(6) Upon registration, each team must provide a health examination report from a medical institution rated Level 2 or above, conducted within the past three months (including: applicant’s photo, ECG results, blood pressure data, and bearing the official seal of the medical institution).

(7) Please have each team assign a designated representative to complete the registration process at the Xipu Campus Swimming Pool of Southwest Jiaotong University by 12:00 PM on April 11. Contact person: Huang Huyi, available at 17882249078 (WeChat is also supported).

(8) Please assign a dedicated representative from each team to attend the Organizing Committee and Technical Meeting on April 11 at 4:00 PM. The meeting will be held in the conference room on the second floor of the Swimming Pool Building, Xipu Campus, Southwest Jiaotong University.

10. Funding

(1) Competition Service Fee

Each participant is required to pay a competition service fee of 135 yuan (which includes personal accident insurance for participants, as well as a race pack containing items such as a swim cap and towel). Please transfer the payment to the designated account of the competition venue as per the relevant instructions.

11. This event is not included in the 2025 National Sports Administration Athlete Technical Rating Event List, and therefore, athletes cannot achieve an official technical rating through participation.

12. Arbitration and Adjudication

The arbitrators and chief referee are appointed by the Swimming Administration Center of the General Administration of Sport of China, while other referees are selected by the organizing entity.

13. Each organizing unit should prepare and submit a comprehensive report to the General Administration Swimming Center, including event summaries and promotional coverage for the "2025 National Swimming City Series."

Group G: 18–24 age group (born after January 1, 2001, and before December 31, 2006);

Group H: The 25-29 age group (born after January 1, 1996, and before December 31, 2000);

Group I: The 30-34 age group (born between January 1, 1991, and December 31, 1995);

Group J: The 35-39 age group (born between January 1, 1986, and December 31, 1990);

Group K: The 40-44 age group (born between January 1, 1981, and December 31, 1985);

Group L: The 45-49 age group (born between January 1, 1976, and December 31, 1980);

Group M: The 50-54 age group (born between January 1, 1971, and February 21, 1975, inclusive);

Group N: The 55-59 age group (born between January 1, 1966, and December 31, 1970);

Group O: Individuals aged 60–64 (born between January 1, 1961, and December 31, 1965);

Group Q: The 65-66 age group (born between January 1, 1959, and December 31, 1960).

(II) Relay Events

1. Athletes will be grouped into categories based on the cumulative sum of their ages: 100–119 years, 120–159 years, 160–199 years, and 200–239 years.

2. Each team is limited to entering **one relay team** per relay event in each age group, with each relay team allowed to field **two male and two female athletes**. Athletes may compete individually in both the men’s and women’s freestyle relays as well as the mixed-gender medley relays—but each athlete can only participate in one age group within a single relay event.

For example, if one of our team’s athletes participates in the men’s and women’s freestyle relay, they can only compete in the 100–119 age group for the freestyle relay event—crossing into other age groups is not allowed. At the same time, this athlete is also eligible to take part in the mixed medley relay and may compete in other age groups, such as the 200–239 age category. However, they are limited to competing in just **one** specific age group.

3. Athletes aged 60 and above are not permitted to participate in relay races.

(III) The adult category of this competition is limited to 700 participants, while individual organizations can register an unlimited number of athletes—each participant, however, is restricted to entering up to two events (excluding relay events).

(4) Athletes must submit a "Voluntary Participation Liability Form" signed by themselves or their guardian, along with the registration fee, to be eligible to register.

(5) Athlete Health Requirements

(5) Athletes from Hong Kong, Macau, and Taiwan must present either the Tournament Entry Permit for this event or their valid identification documents to the registration officials before competing. Athletes without proper documentation will not be allowed to participate.

(6) Anyone found to have impersonated another competitor or submitted false information will have all their individual competition results canceled, as well as the men's or women's team total score achieved by their respective team.

VIII. Reward Measures

(1) The top 8 finishers in each age group for individual events and relays will receive competition certificates uniformly produced by the Swimming Sports Administration Center of the General Administration of Sport of China. Medals will be awarded to the top three finishers.

3. In case of tied rankings, points will be awarded based on the ranking achieved.

4. Method for Scoring the Team Overall Results

(1) The individual rankings for each age group are summed up separately to determine the men's and women's team total scores.

(2) The team's total score is calculated by adding up the men's team score, women's team score, and relay event scores.

(3) The competitor with the higher score ranks higher; if scores are tied, the one with more first-place finishes ranks higher, and if still tied, the one with more second-place finishes takes precedence, and so on.

4. If a club participates simultaneously in both the Youth and Adult competitions, the team’s total score will be calculated separately for the Youth and Adult groups.

(4) Late registrations will not be accommodated for competition. In case of discrepancies between online and mailed registration forms, the officially printed and stamped registration form submitted after successful registration shall prevail.

(5) After the registration deadline, if a club (team) is unable to participate in the competition due to personal reasons, it will not be allowed to substitute another participant.

(6) Upon registration, each team must provide a health examination report from a medical institution rated Level 2 or above, conducted within the past three months (including: applicant’s photo, ECG results, blood pressure data, and bearing the official seal of the medical institution).

(7) Please have each team assign a designated representative to complete the registration process at the Xipu Campus Swimming Pool of Southwest Jiaotong University by 12:00 PM on April 12. Contact person: Huang Huyi, 17882249078 (WeChat is also available).

(8) Please assign a designated representative from each team to attend the Organizing Committee and Technical Meeting on April 12 at 4:00 PM. The meeting will be held in the conference room on the second floor of the swimming pool building at Xipu Campus, Southwest Jiaotong University.

10. Funding

(1) Competition Service Fee

Each participant is required to pay a competition service fee of 135 yuan (which includes personal accident insurance for participants, as well as a race pack containing items such as a swim cap and towel). Please transfer the payment to the designated account of the competition venue as per the relevant instructions.

Usage: Team leaders, please collect all entries and submit them together, clearly indicating the club name and the number of participants.

(II) Medical services will be provided during the conference; participants are responsible for covering the associated costs.

(III) The event-organizing entity may provide services such as local transportation, accommodation, and meals for participants, with the associated costs to be covered by the entity itself.

11. Arbitration and Adjudication

The arbitrators and chief referee are appointed by the Swimming Administration Center of the General Administration of Sport of China, while other referees are selected by the organizing entity.

12. Each organizing unit should prepare and submit a comprehensive report to the General Administration Swimming Center, including event summaries and promotional coverage for the "2025 National Swimming City Series."
