Competition Rules for the 2025 National Youth Swimming U-Series Championships

II. Competition Events (Men's, Women's)
50m, 100m, 200m, 400m, 800m, and 1500m freestyle;
50m, 100m, and 200m backstroke;
50m, 100m, and 200m breaststroke;
50m, 100m, and 200m butterfly;
200m and 400m individual medley;
Note: The 400m, 800m, and 1500m freestyle events are not held in the U9-U10 age groups.
3. How to Participate
(1) Competition Categories
U9-U10 Group: Born between January 1, 2015, and December 31, 2016;
U11-U12 Group: Born between January 1, 2013, and December 31, 2014;
U13-U14 Group: Born between January 1, 2011, and December 31, 2012;
U15-U16 Group: Born between January 1, 2009, and December 31, 2010;
U17-U18 Group: Born between January 1, 2007, and December 31, 2008.
(II) Young athletes of the appropriate age who are in good health (with no medical conditions that would disqualify them from participating in swimming competitions) must register for the event through provincial/municipal organizations, sports schools, clubs, or schools.
(III) Athletes must check in for the competition by presenting their original, valid identification documents (which must include a personal photo) along with their original competition credentials.
(4) Athletes from Hong Kong and Macao must obtain approval from their respective associations at the time of registration, sign, and submit the "Commitment Letter for Participation" (available for download on the registration website).
(5) Each athlete can participate in only one leg of the competition this year. Each organization must register a minimum of 3 athletes; if fewer than 3 athletes are registered, the entry will not be accepted. Athletes may register for as many events as they wish.
(6) Each unit is limited to nominating 1 team leader. For other officials (such as coaches and staff), the number of participants should be registered at a ratio of 3 athletes to 1 official—specifically: 1-3 athletes allow for 1 official, 4-6 athletes permit 2 officials, and so on.
(7) The organizing committee reserves the right to conduct bone age testing on participating athletes, with each athlete responsible for covering the associated costs. Any athlete whose bone age exceeds the permitted threshold will be disqualified from this competition and will have all their competition results nullified.
(8) If the organizing committee conducts doping tests during the event, the relevant requirements will be governed by the Anti-Doping Management Measures.
(9) Athletes who do not meet the age-group requirements for this competition are ineligible to register. Any athlete found in violation of the age regulations will have all their results disqualified, and both their affiliated organization and the athlete themselves will be barred from participating in swimming events hosted by our center in the current year and the following year.
(10) All participating athletes must sign the "Athlete Code of Conduct, Sportsmanship, and Anti-Doping Commitment" and the "Athlete Voluntary Participation Liability Agreement" when registering online. Staff members, meanwhile, must sign the "Support Personnel Code of Conduct, Sportsmanship, and Anti-Doping Commitment" (available for download on the registration website) and upload their signed documents to complete the registration process.
(11) In the event of a dispute involving an athlete's representing organization, the relevant parties shall resolve it through mutual consultation.
(12) Athletes participating in the 4th National Swimming City Series in 2025 will qualify for the regional rounds of the 2025 National Youth Swimming U-Series Championships. For details, refer to the "Competition Rules for the 4th National Swimming City Series 2025 (Youth Division)."
4. Competition Rules
(1) Adopts the latest FINA competition rules.
(II) All age groups will compete together by event, with rankings determined separately within each age group.
(III) All competition events will have a single final round.
(4) Competition cutoff times are set for the 400m individual medley, as well as the 400m, 800m, and 1500m freestyle events. If an athlete fails to complete the race within the designated cutoff time, the Chief Official will signal with a whistle, instructing the athlete to immediately exit the water and leave the pool. The athlete will then be treated as having not finished the event entirely. Specific criteria are as follows:
1. Men's 400m Individual Medley: 6:01.00 (50m), 5:55.00 (25m)
2. Women's 400m Individual Medley: 6:51.00 (50m), 6:45.00 (25m)
3. Men's 400m Freestyle: 5:36.00 (50m), 5:29.00 (25m)
4. Women's 400m Freestyle: 6:16.00 (50m), 6:09.00 (25m)
5. Men's 800m Freestyle: 11:32.00 (50m), 11:18.00 (25m)
6. Women's 800m Freestyle: 13:02.00 (50m), 12:48.00 (25m)
7. Men's 1500m Freestyle: 22:15.00 (50m), 21:50.00 (25m)
8. Women's 1500m Freestyle: 25:45.00 (50m), 25:20.00 (25m)
(6) Penalties
Individuals found to have committed any of the following violations will face penalties ranging from reprimands and educational guidance, public criticism, disqualification of individual (or team) competition results, revocation of individual (or team) eligibility to compete, to outright bans from participating in competitions organized by our center—depending on the severity of the offense.
1. Athletes who withdraw from the competition without valid reason after it has begun will be disqualified. Exceptions are made for withdrawals due to illness or injury, provided they present a formal medical certificate issued by a reputable hospital.
2. The athlete deliberately swam slowly.
3. Athletes wear pull paddles in the competition pool or warm-up pool.
4. Athletes failed to swim or perform sprint drills in the designated lanes within the competition pool or warm-up pool.
5. Individuals who violate relevant provisions of the "Administrative Measures for Sports Event Conduct and Discipline," fail to comply with competition rules and related notification requirements, or interfere with or disrupt the normal progression of the event, athletes' participation, or referees' officiating duties.

V. Admission and Awards
(1) The top 8 finishers in each age group will receive certificates, and the top 3 in each age group at the final competition will be awarded medals.
(2) When the number of participants in any age group for a single event is 8 or fewer, only the top 3 athletes will be awarded places. If there are exactly 3 participants, 1 place will be reduced. If fewer than 3 athletes compete in an event, only the individual scores will be recorded—no rankings will be assigned.
(III) The number of participants in each age group for individual events will be determined according to the competition grouping chart.
6. Registration and Check-in
(1) This competition will be conducted entirely through online registration. Each participating team is invited to visit https://swim.yue716.com to register and submit their entries. First, an "early online registration" phase will take place from January 20 to January 23, 2025. During this period, please log into the registration system, carefully complete all athlete and event details as required, and click "Submit Early Registration." Note that the order in which you submit your early registration does not affect your eligibility for the official registration. The official registration phase will begin at 9:00 AM on January 24, 2025, and will close at 5:00 PM on January 25. To proceed with the official registration, simply log back into the system and click "Submit Official Registration." The system will automatically process registrations in the order they were submitted—this "queue-based registration" applies exclusively to athletes. Teams whose athletes have successfully registered officially must complete and submit their staff registration forms by 5:00 PM on January 26, as per the competition guidelines. Please note that once the athlete registration limit is reached, the system will automatically close, ceasing further registration opportunities. (2) The total number of athletes allowed to participate in each leg of the competition is capped at 1,000, determined by the order in which registrations are successfully completed. Once this quota is reached, the registration system will automatically close and no further registrations will be accepted. Athletes whose registrations are confirmed may modify their information within the specified registration period; after the deadline, no changes will be permitted.
(III) Athletes who have successfully registered but are unable to participate must log into the online registration system before the registration deadline (5:00 PM on January 26) to cancel their registration by simply deleting their registration information. Failure to do so will result in disqualification from both this year’s and next year’s national youth swimming U-series competitions organized by our center. (Note: Exceptions may be made for injuries or other special circumstances, provided that valid written proof is submitted to the email address: [email protected].)
(4) After the registration deadline, if any athletes withdraw their applications, the organizing committee will tally the number of withdrawn participants. Based on the submission time during the "first-come, first-served" registration process, eligible athletes who were previously unsuccessful in signing up will be admitted in order, with their registration automatically confirmed as successful. (However, if an athlete chooses to waive their right to be considered for a spot—by completing the withdrawal process online before 5:00 PM on January 27—they will no longer be included in the supplemental admissions. Failure to do so will result in their automatic placement according to the criteria outlined in Section 6(3); meanwhile, no further athletes in the waiting list will be offered additional spots.) If no athletes withdraw their registrations, no supplemental admissions will take place.
(5) All participating organizations that have successfully registered must print out the registration form after the online registration period ends, affix their official organization stamp, and mail the original form to the competition venue no later than 7 days before the event begins. The mailing addresses for the first four events are listed below:

(6) All participating teams are requested to arrive at the competition venue one day before the event begins for registration. For detailed registration information, please refer to the "Supplementary Notice" (to be announced separately). To access the "Supplementary Notice," log in to the online registration system.
7. Rules for Advancing to the Finals
(1) The final competition will have entry criteria (divided into 50-meter pool standards and 25-meter pool standards). Athletes who meet the qualifying standards at the events listed below may register for the finals; the specific entry criteria will be announced separately.
(II) Qualifying Events for the Finals: The 2025 National Youth Swimming U-Series Circuit Races (10 legs), the 2025 National Traditional Sports Schools League, the 2025 National Sports School U-Series Swimming Championships, and the 2025 National High School Swimming Championships.
8. Athlete Technical Level
This event has been included in the 2025 National Sports Administration Athlete Technical Grade Event Directory, with participants in the leg competitions eligible to achieve Level 1 athlete status, and those advancing to the final round potentially earning the title of Sports Master. All relevant requirements will be governed according to the "Athlete Technical Grade Standards," the "Athlete Technical Grade Management Measures," and the "Implementation Details for Managing Technical Grades in Swimming."
9. Arbitration and Adjudication
The arbitrators and chief referee are appointed by the Swimming Administration Center of the General Administration of Sport of China, while other referees are selected by the organizing entity.
10. Each organizing unit shall compile and submit to the General Administration Swimming Center within one week after the event, including event summaries and promotional coverage materials.
11. For matters not covered herein, further notice will be provided.
