Notice from the Swimming Center of the General Administration of Sport on Publicly Soliciting Bidding for the Hosting of the 2026 National Diving Championships



To the relevant departments:
According to the 2026 National Diving Event Schedule, and in order to further enhance the organization and preparation for diving competitions at all levels across the country, we are now publicly inviting applications from potential hosts for the 2026 National Diving Events. Details are as follows:
I. Submission Period
From the date of this notice until September 30, 2025.
II. Call for Entries
(1) Two national diving competitions.

3. Eligible Participants
(1) Sports administrative departments of provinces, municipalities, and counties, along with their affiliated units.
(II) Local Swimming and Diving Associations.
(III) Various types of primary, secondary, and higher education institutions, as well as vocational schools.
(IV) Companies and enterprises that have independent legal status, can independently assume civil liabilities, and possess event-operation qualifications.
(5) Other organizations that meet the eligibility criteria for hosting the event.
IV. Relevant Requirements
(1) Please complete the bidding process in accordance with the relevant requirements outlined in the "National Diving Event Bidding Procedures."
(II) Application materials must be genuine and valid; those found to have submitted false information will face penalties depending on the severity of the offense.
(III) After identifying the organizing entity, our center will sign a event hosting agreement with it.

National Diving Event Bidding Guidelines
To implement the CPC Central Committee and the State Council’s overall plan of streamlining administration, delegating power, strengthening regulation, and optimizing services, we will enhance supervision and management of sports events and activities, ensuring their sustained and healthy development. Based on the "Opinions on Further Strengthening Supervision and Management of Sports Events and Activities" formulated by the General Administration of Sport of China, this measure is developed to further streamline administrative procedures, effectively reduce and standardize approval processes, and encourage social organizations to host sports competitions and events. The approach is tailored specifically to the practical realities of the diving program.
Chapter 1 General Provisions
I. To further standardize the organization, management, and supervision of diving competitions and related events held within China, ensuring their healthy, safe, orderly, and vibrant development, these Measures are formulated based on the regulations of the World Aquatics (hereinafter referred to as "World Aquatics"), the Sports Law of the People's Republic of China, as well as relevant guidelines issued by the General Administration of Sport of China and the Swimming Administration Center of the General Administration of Sport of China.
II. The diving competitions referred to in the application guidelines include: youth U-series diving events and professional diving tournaments held within China, as well as international events organized by the Chinese Swimming Association.
3. The Swimming Administration Center of the General Administration of Sport of China is the highest governing body for diving and related events in China, responsible for establishing, standardizing, and overseeing the rules and management of diving competitions.
4. The applying organization must meet at least all of the following conditions:
(1) Sports departments, associations, institutions, companies, and enterprises at all levels that have independent legal status and can independently assume civil liabilities;
(II) Obtain an approval or support letter for the event application issued by the people's government at or above the prefectural-level city;
(III) Obtain an event application approval letter or support letter issued by the provincial sports authority;
(IV) Must meet the basic venue requirements outlined in the "Diving Event Organizing Guide," including providing on-land training facilities, a diving pool, functional rooms, and all necessary qualified equipment and apparatus, as well as ensuring an adequate number of spectator seats that comply with the relevant event standards.
(5) Possess comprehensive safety measures and medical support facilities, ensuring the effective implementation of security checks, fire protection, medical emergency services, and emergency evacuation protocols. Develop detailed safety plans and contingency response strategies, with responsible parties strictly adhering to regulations by equipping adequate security personnel, maintaining order, and providing necessary safety equipment.
(6) Possess the necessary transportation, catering, and accommodation facilities to meet the requirements of the corresponding event level;
(7) Possess the necessary conditions to effectively implement foodborne doping prevention measures at official hotels and venues;
(8) Insurance coverage is in place for all event personnel and public liability related to the event;
(9) Equip with organizational structures, management personnel, and specialized technical staff for competition organization that are appropriate to the scale and content of the event;
(10) Possess financial resources adequate to match the scale of the event being hosted;
(11) Possess the necessary capabilities for event promotion, as well as television or online broadcasting aligned with the corresponding competition level;
(12) Other conditions stipulated by national laws and regulations.

Chapter 3: Application Materials and Procedures
1. The applying organization needs to prepare the following documents and materials:
(1) Event Bid Form (see Appendix 3).
(II) A letter of consent or support for the event application, issued by the people's government at or above the prefectural level.
(III) A letter of approval or support for the event application, issued by the provincial sports authority.
(IV) Event Bidding Report
The report must include the following content, which can be illustrated using text, images, or videos:
1. Overview of the Applicant Organization: Includes, but is not limited to, a brief introduction to the organization, its cultural background, experience in hosting events, unique event features, and key advantages for applying.
2. Overview of the Host City: City culture, local customs and traditions, nearby commercial areas, airports and transportation hubs, indoor transit options, environmental conditions and climate, as well as safety and hygiene measures.
3. Overview of Competition Organization: Venue Details (including but not limited to the diving pool, land-based training facilities, functional rooms, spectator stands, lighting systems, on-site large screens, and visitor flow routes), as well as Hotel Information (including but not limited to the number of hotels near the venue, their star ratings, room availability, dining options, transportation links, and room rates).
4. Event Organization Plan.

6. Contingency Plan for Managing Public Opinion During the Event.
7. Event Broadcasting Plan.
8. Anti-Doping Program for the Event.
(5) Qualification Certification Documents (Copies of the following materials must be provided with the official seal of the organization.)
1. Valid corporate certificate/business license;
2. Tax Registration Certificate (required for businesses);
3. ID card of the legal representative or the authorized representative of the legal entity (required for companies);
4. Annual financial statements audited by an accounting firm within the past two years (required for enterprises).
(6) Event Bidding Budget Form
Funds for the event must be raised independently and should cover, but are not limited to, event operational costs, personnel labor expenses, marketing costs, broadcasting fees, procurement or rental costs for competition equipment, venue ambiance setup expenses, insurance coverage, and other essential event-related expenditures. Detailed explanations of the funding amounts and methods for securing these resources are required.
II. The applicant organization shall submit the aforementioned application materials to the Swimming Administration Center of the General Administration of Sport.
3. The Swimming Administration Center of the General Administration of Sport will conduct on-site inspections in the bidding cities based on actual conditions.
4. The Swimming Administration Center of the General Administration of Sport will organize experts to conduct a comprehensive review of organizations that meet the criteria for hosting the event. The review will cover, but is not limited to, support from government departments, budget details, the applicant organization’s event-hosting experience, venue facilities, hotel availability, and the host city itself.
5. The Chinese Swimming Association website has released the final list of hosting organizations.
6. The Swimming Administration Center of the General Administration of Sport issues a Confirmation Letter to the organizing unit.
7. The General Administration of Sport Swimming Center signs an undertaking agreement with the host organization.
Chapter 4: Event Organization and Management
1. The event organizer will review the work plan, while the (undertaking unit) will be responsible for the actual organization and implementation of the competition. The organizer should actively participate in, guide, and oversee the competition’s organizational efforts, and retains the authority to interpret the competition rules.
2. The event organizer and host shall promptly establish a tournament organizing committee to strengthen leadership and comprehensive management of the event.
3. The event organizing committee should prioritize safety and fairness above all else, adhering to the principles of putting the people first and serving society. They must effectively carry out their responsibilities in areas such as competition organization, medical support, security protection, and logistical assistance, ensuring the event proceeds safely and smoothly.
4. All competitions must be organized and conducted in accordance with the International Diving Rules, judging criteria, and the competition zone’s operational regulations.
5. The event organizing committee must ensure robust safety measures throughout the duration of the competition, with comprehensive contingency plans in place to address any risks or emergencies that could endanger the public. During the event, dedicated security personnel should be stationed at the venue and all key areas to maintain order and ensure a safe environment for everyone.
6. The event organizing committee needs to coordinate with designated medical institutions to ensure comprehensive medical support for the event.
7. From pre-event training through the conclusion of the competition, the venue must be equipped with lifeguards, first-aid equipment, and professional medical personnel to ensure that injured or ill individuals can be swiftly transported via a designated green channel to an appropriate medical facility in the shortest possible time.
8. The commercial rights related to the event will be determined at the time the event hosting agreement is signed.
Chapter 5: Timeline Dates
1. The Swimming Administration Center of the General Administration of Sport will issue the bidding notice in due course during the second half of each year. Bidding organizations must send the paper versions of their application materials via express delivery to the designated address by the deadline, and submit the electronic versions to the specified email address.
II. The Swimming Administration Center of the General Administration of Sport will announce the final list of host organizations on the official website of the Chinese Swimming Association by the notified deadline.
Chapter VI Supplementary Provisions
1. These measures shall come into effect as of the date of their promulgation.
II. The authority to interpret and amend these measures rests with the Swimming Administration Center of the General Administration of Sport of China.
