With the vigorous promotion of nationwide swimming and fitness initiatives, public open-water swimming events at all levels across the country have been steadily increasing, providing a vibrant environment for swimming enthusiasts to stay active and connect with one another. At the same time, these mass-participation open-water swimming competitions are inherently risky sporting events. To thoroughly implement the General Administration's directives on strengthening national fitness efforts, ensure the orderly, safe, healthy, and sustainable development of such competitions, safeguard the personal safety of participants engaging in open-water activities, and enhance guidance from swimming centers and the Chinese Swimming Association for grassroots sports events, the Swimming Center has decided to host the 2025 National Open-Water Swimming Competition Organizers and Managers Training Workshop from April 17 to 20, 2025, in Hangzhou, Zhejiang Province. Details regarding the event are outlined below:
1. Date and Location
Held from April 17 to 20, 2025, at Zhejiang Xiangyuan Hotel—check-in on the 16th, training sessions from the 17th to the 19th, and departure after 12:00 PM on the 20th.
II. Training Participants
(1) Management personnel responsible for open-water swimming competitions from the sports authorities, swimming centers, and swimming associations of each province (region) and city are required to register.
(II) Responsible personnel from county-level and above swimming associations, lifeguard associations, and winter swimming associations in various regions who regularly organize and conduct public open-water swimming competitions for the general public.
(III) This training session is limited to 130 participants; registration will close once the quota is reached.
3. Training Content
(1) Introduction to the Open Water Swimming Competition Rules;
(II) Methods for organizing open-water swimming competitions;
(III) Introduction to Safety Measures and Key Aspects for Open Water Swimming Competitions;
(IV) Exchange of Experience in Organizing Open-Water Swimming Competitions at the Local Level;
(V) Risk Management for Mass Swimming Activities.
4. Those who successfully complete the training will receive a certificate of completion issued by the Chinese Swimming Association.
From now on, all competition organizers and management personnel involved in open-water swimming events hosted by the General Administration of Sport Swimming Center or the Chinese Swimming Association must possess this qualification.
5. Fee Structure
(1) Accommodation and Meals: Participants will pay a fee of 450 yuan per day, per person, which covers hotel accommodation in a shared double room, meals, and access to the training facilities—totaling four nights. An additional surcharge of 150 yuan per person per day applies for single-room occupancy.
(II) Insurance Fee: Participants are required to pay an individual personal accident insurance fee of 25 yuan per person.
(III) To enhance the management of the training program, all participants are required to arrange for unified accommodation and meals. Please transfer the fees for lodging, meals, and insurance—along with your registration fee—to the following bank account by April 10, the registration deadline:

7. Registration and Departure
(1) Please check in promptly at Zhejiang Xiangyuan Hotel (No. 235 Desheng Road, Hangzhou; Tel: 0571-88310888) from 2:00 PM to 9:00 PM on April 16, and depart by 2:00 PM on April 20.
(II) Upon registration, please submit the original application form, a photocopy of your ID card, and two 2-inch blue-background, bareheaded photos of yourself.
(III) Transportation Routes:
1. From the airport: Take Hangzhou Metro Line 19 to Xihu Cultural Plaza Station (Exit G), then transfer to bus route 1004 and ride to Desheng Xincun South Station. The entire journey takes about 60 minutes.
2. High-speed rail: From Hangzhou East Railway Station, take Line 1 to West Lake Cultural Plaza (Exit D), then transfer to bus route 1004 to Desheng Xincun South Station. The entire journey takes about 30 minutes.
