Notice from the Swimming Center of the General Administration of Sport on Publicly Soliciting Bidding for Hosting the 2026 National Swimming Events

To the relevant units:
According to the 2026 National Swimming Competition Schedule, and in order to further enhance the organization and preparation of swimming events at all levels across the country, as well as to refine China's national swimming competition system, we are now publicly inviting applications from organizations interested in hosting the 2026 National Swimming Events. Details are as follows:
I. Submission Period
From the date of this notice until June 30, 2025.
II. Call for Entries
(1) Five national-level professional swimming events.
(II) 9 events of the National Youth Swimming U-Series competitions.
3. Participants Sought
(1) Sports administrative departments of provinces, municipalities, and counties, along with their affiliated units.
(II) Local Swimming Associations.
(III) All types of primary, secondary, and tertiary institutions, including vocational schools.
(IV) Companies and enterprises that have independent legal status, can independently assume civil liabilities, and possess event-organizing qualifications.
(5) Other organizations that meet the eligibility criteria for hosting the event.
IV. Relevant Requirements
(1) Please complete the bidding process according to the relevant requirements outlined in the "National Swimming Event Bidding Guide."
(II) Application materials must be genuine and valid; those found to have submitted false information will face penalties depending on the severity of the offense.
V. Other
(1) The 2026 National Swimming Events Bid Catalogue may be adjusted based on actual circumstances, with details subject to notification from our center.
(II) After identifying the organizing entity, our center will sign a event hosting agreement with it.

Chapter One Event Overview
The national swimming events include the National Swimming Championships, the National Swimming Open, the National Spring Swimming Championships, the National Summer Swimming Championships, and the National Youth Swimming Championships.
National Youth Swimming CompetitionsThe U-Series events include the National Youth Swimming U-Series Championships (8 stops) and the National Junior Swimming U-Series Championship Finals.
The 2026 National Swimming Events Hosting Directory is included in Appendix 1.
Chapter Two Application Requirements
The bidding organization must meet the following criteria:
1. Sports departments, associations, institutions, companies, and enterprises at all levels that have independent legal status and can independently assume civil liabilities.
II. ObtainingApproval letter for event bidding issued by the people's government at or above the prefecture-level city level
3. ObtainIssued by the provincial sports authority (the Provincial Sports Bureau or the Provincial Swimming Center)Event BiddingSupport Letter
4. Swimming venues must have one competition swimming pool.A 50-meter pool with 10 lanes and a depth of over 2 meters (no bottom padding), along with a warm-up pool measuring 50 meters and featuring 8–10 lanes (also without bottom padding)—the venue is fully equipped with comprehensive facilities and boasts an ample number of functional rooms. (For short-course events, a 25-meter floating platform must be constructed in the competition pool.)
5. The swimming venue features stands with a minimum of [number] ticketed seats.2,000 seats. (For U-series event venues, stands are sufficient—there’s no requirement for the number of seats.)
6. Provide competition equipment and facilities that meet the event requirements and comply with the FINA Swimming Competition Rules.
7. Official hotels must be located near the swimming complex.Within 10 kilometers, rated 3 stars or higher, and capable of accommodating the catering and lodging needs of 1,500 participants.
8.From 2024 to 2025, we have hosted swimming competitions at or above the provincial level. Applicants who have previously hosted national-level swimming events will be given priority consideration.
9. Automatic timing and underwater video equipment must comply with competition standards and reliably meet the needs of the event—priority will be given to options that do so.Manufacturers that have been used in national swimming competitions and the National Youth U-Series events from 2024 to 2025 without any reported incidents.
10. Provide a sports presentation team that meets the event’s display requirements and has relevant experience in showcasing swimming competitions.
11. Have the financial resources necessary to host the event.
12. Possess the necessary conditions for event promotion.
13. Capable of handling television or online broadcasting operations.
14. Provide a compliant invoice.
Chapter Three Bidding Process
1. The applying organization needs to prepare the following documents and materials:
(1) Event Bid Form (see attachment)3)
(II) A letter of approval for the event application issued by the people's government at or above the prefecture-level city.
(III)Issued by the provincial sports authority (the Provincial Sports Bureau or the Provincial Swimming Center)Event BiddingSupport letter.
(IV) Event Bidding Report
The report must include the following content, which can be illustrated using text, images, or videos:
1. Overview of the Applicant Organization: Includes, but is not limited to, a brief introduction to the organization, its cultural background, experience in hosting events, unique event features, and key advantages for bidding.
2. Overview of the Host City: including city culture, local customs and traditions, nearby commercial areas, airports and transportation hubs, indoor transit options, environmental conditions, climate, and safety and hygiene standards.
3. Overview of Competition Organization: Venue Details (including but not limited to the swimming pool, stands, functional rooms, rest areas, and large on-site screens), as well as Hotel Information (including, but not limited to, the number of hotels near the venue, their star ratings, room availability, dining options, transportation links, and room rates).
4. Event Organization Plan.
5. Event Safety Plan.
6. Contingency Plan for Managing Public Opinion During the Event.
7. Event Broadcasting Plan.
(5) Qualification Certification Documents (Copies of the following materials must be provided with the official seal of the organization.)
1. Valid corporate certificate/business license;
2. Tax Registration Certificate (required for enterprises);
3. ID card of the legal representative or the legally authorized representative (required for corporations);
4. Annual financial statements audited by an accounting firm within the past two years (required for enterprises).
(6) Event Bidding Budget Form (see attachment)4)
Funds for the event must be raised independently and should cover, but are not limited to, event operational costs, referee fees, promotional expenses, broadcasting costs, procurement or rental fees for competition equipment, sports presentation expenses, and other essential event-related expenditures. Detailed explanations of the funding amounts and methods for securing these resources are required.
II. The applicant organization shall submit the aforementioned application materials to the Swimming Administration Center of the General Administration of Sport.
3. The Swimming Administration Center of the General Administration of Sport will conduct on-site inspections in the bidding cities based on actual conditions.
4. The Swimming Administration Center of the General Administration of Sport will organize experts to conduct a comprehensive review of organizations that meet the criteria for hosting the event. The review will cover, but is not limited to, factors such as government support, budget details, the applicant organization’s event-hosting experience, venue facilities, hotel availability, and the host city itself.
5.The Chinese Swimming Association's official website has released the final list of hosting organizations.
6. The Swimming Administration Center of the General Administration of Sport issues a confirmation letter to the organizing unit.
7. The General Administration of Sport Swimming Center signs an undertaking agreement with the organizing entity.
Chapter FourEvent Safety
1. The event organizer and host shall promptly establish an organizing committee to strengthen leadership and comprehensive management of the event.
2. The event organizing committee should prioritize safety and fairness, adhering to the principles of putting the people first and serving society. It must effectively fulfill its roles in competition organization, medical support, security protection, and logistical assistance, ensuring the event proceeds safely and smoothly.
3. The event organizing committee shall conduct the competition in accordance with the swimming rules, competition regulations, and implementation plan.
4. The event organizing committee should ensure that insurance coverage extends to all participants (including sports teams, referees, staff, and others).
5. The event organizing committee must ensure robust safety measures throughout the duration of the event, with contingency plans in place to address any risks or emergencies that could endanger the public. During the competition, dedicated security personnel should be stationed at the venue and key areas to maintain order.
6. During the competition, the venue must be equipped with lifeguards, first-aid equipment, and professional medical personnel to ensure that injured or ill individuals can be transported to designated medical facilities in the shortest possible time.
7. The event organizing committee needs to coordinate with designated medical institutions to ensure comprehensive medical support for the event.
