Notice from the Swimming Administration Center of the General Administration of Sport, the Chinese Swimming Association, and the China Lifesaving Association Regarding the Implementation of Key Activities for the 2025 "July 16 National Swimming and Fitness Theme Series"

To the relevant units:

To earnestly implement the important instructions and directives of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping on sports work, while adhering to a people-centered philosophy, we will fully leverage the leading and exemplary role of the "7.16 National Swimming and Fitness Campaign." This initiative aims to promote healthy and safe swimming practices on a broader and deeper scale. Under the guidance of the Mass Sports Department of the General Administration of Sport, the Swimming Administration Center of the General Administration of Sport, the Chinese Swimming Association, and the Chinese Lifesaving Association will jointly launch the "7.16 National Swimming and Fitness Theme Series of Events" nationwide from June 1 to November 30, 2025. The series will feature a variety of activities, including a main venue, key event locations, and demonstration sites. This event marks a grand gathering for hundreds of millions of people to engage in swimming and fitness, serving as a meaningful practice to popularize swimming, encourage joyful and safe swimming habits, and strengthen drowning prevention and rescue efforts—ultimately contributing to the development of a robust sports nation and a healthier China. We are now announcing the following details:

I. Guided by the spirit of General Secretary Xi Jinping’s series of important speeches on sports, our primary mission is to promote widespread participation in swimming and fitness activities for everyone. With the event theme "Billions of People Swim Together, Building a Healthy China," we aim to commemorate the 59th anniversary of Comrade Mao Zedong’s historic swim in the Yangtze River, thereby honoring the core values of the "7.16" initiative and fostering the rich heritage of swimming culture. Through this campaign, we will actively mobilize and guide swimming associations at all levels, as well as sports organizations across the board, to organize vibrant, distinctive, results-oriented, accessible, and people-benefiting swimming fitness and competition events. Our goal is to inspire people—especially young people—to get moving, embrace the beauty of nature, connect with China’s pristine rivers and mountains, and take part in swimming activities both indoors and outdoors.

II. The main venue for the 2025 "July 16 National Swimming and Fitness Theme Series" will be hosted by the Wuhan Sports Bureau.

III. The key venues for the 2025 "July 16 National Swimming and Fitness Theme Series Events" will be guided by the Swimming Administration Center of the General Administration of Sport of China, the Chinese Swimming Association, and the Chinese Lifesaving Association, while being hosted by 22 relevant organizations from Beijing, Liaoning, Jiangsu, Zhejiang, and other regions. Based on past implementation experiences, to better and more effectively promote the spirit of "July 16" and encourage nationwide participation in swimming and fitness activities, the main and key venues will run from June 1 to November 30.

IV. All relevant organizations and swimming associations should prioritize the "July 16 National Swimming and Fitness Theme Series of Activities" as a key task for nationwide swimming and fitness initiatives in 2025. The activities should be carried out following principles that emphasize local adaptation, frugality and practicality, public welfare benefiting the people, extensive publicity, and robust safety measures. It is essential to highlight the public benefit, broad participation, and safety aspects of the event.

V. Key venues and demonstration sites should actively seek support from local governments and sports authorities for the demonstration activities, fully leveraging the roles of social organizations, media outlets, and enthusiastic individuals to effectively organize and promote the "July 16 National Swimming & Fitness Theme Series Events." Additionally, regions are encouraged to develop unique and highly appealing promotional slogans tailored to their specific contexts.

6. Key Activities: 1. Organizing open-water swimming events in rivers, lakes, and seas; 2. Coordinating local swimming pools and facilities to host the Chinese Swimming Association’s National Fitness Swimming Certification Program (Dolphin Swim Certification); 3. Launching youth-focused swimming outreach initiatives; 4. Providing public-benefit swimming and fitness services aimed at improving community health; 5. Conducting volunteer-based swimming and lifesaving activities; 6. Promoting swimming and fitness through engaging, heartwarming, and inspiring stories—while also spreading essential swimming safety knowledge—to create a strong media and public awareness campaign.

7. Strictly manage the risks and safety measures for all events. Organizers at key venues must earnestly assume primary responsibility for safety by developing practical, feasible safety protocols and contingency plans tailored to the event’s scale and the characteristics of the participating audience. They should also assign specific safety officers, arrange relevant insurance coverage, and conduct thorough safety inspections of the event venue, facilities, and water conditions in open swimming areas—ensuring that all aspects are thoroughly checked to guarantee a safe and smooth event.

8. Please ensure that the main venue and key venues, as well as their respective organizing units, comply with the requirements outlined in Attachment 2 for this event. Additionally, submit to the Social Activities Department of the Swimming Center under the General Administration of Sport by May 30, 2025, the detailed organizational implementation plan for the event, the risk management contingency plan, and the application form (in paper format, with the official unit stamp, as specified in Attachment 3).

9. This event will also encourage local areas to actively initiate the application, promotion, and commemoration efforts for demonstration sites.

(1) Guidelines for Applying to Become a Demonstration Site

Units or organizations planning to host demonstration site activities should submit their applications and register them with the swimming authorities or swimming associations under their respective provinces (municipalities directly under the central government, cities with separate planning status) by May 30, 2025. The duration of each demonstration site activity will run from June 1 to November 30.

(II) Eligibility of the Applying Organization

Organizations eligible to apply for the demonstration site program include sports organizations from enterprises, institutions, and government agencies at all levels. Social groups, swimming clubs, and other entities applying as demonstration sites must be registered with the relevant social organization registration authorities or officially registered with the industrial and commercial administration, holding a valid registration certificate and demonstrating independent legal personality.

(III) Application Procedures

Specific application procedures will be announced separately by the swimming authorities or swimming associations of each province (municipality directly under the central government, and cities with separate planning status).
