Saving the drowning and aiding those in distress—Dalian Winter Swimming Association has been actively conducting water rescue activities for years.

Dalian is a beautiful, romantic coastal city located on the Liaonan Peninsula, surrounded by the sea on three sides. It boasts a stunning 2,211-kilometer-long coastline and is home to 18 picturesque seaside bathing areas. Each year, Dalian’s breathtaking coastal scenery draws countless tourists from both home and abroad, eager to explore its natural wonders. Visitors flock to the beaches to swim, splash in the cool waters, and escape the summer heat—fully embracing nature’s gift. After all, the ocean brings people boundless happiness and joy.

However, every year there are also unexpected accidents: even the gentle, calm sea can occasionally turn furious, with towering waves that claim lives; thick fog can disorient people completely, making it impossible to tell north from south and leaving them panicked and unable to find shore; sudden storms with heavy rain and strong winds can send shivers down your spine, freezing your body and stripping you of the ability to react—while even a single misstep near the water can sometimes lead to tragedy. Along the long stretch of coastline, where numerous beaches cater to swimmers, drowning incidents occasionally occur. That’s precisely why swift, timely, and effective rescue operations are absolutely essential—but relying solely on professional rescue services and organizations clearly isn’t enough.
To ensure the safety of its members and others, the Dalian Winter Swimming Association has organized multiple lifesaving and first-aid training courses over the years. Additionally, the association regularly conducts lifesaving drills at Dalian’s coastal beaches, effectively enhancing members’ awareness and skills in rescue operations. From 2021 to 2023 alone, the Dalian Winter Swimming Association held nearly forty swimming technique and lifesaving training sessions—open not only to its members but also to the public. Today, all members are equipped with the proper techniques to perform maritime rescues and administer CPR, enabling them to respond within the critical "golden four minutes" when faced with emergencies at sea.
Currently, the Dalian Winter Swimming Association has 29 winter swimming teams and over 1,500 members. Many of these members spend their days at swimming pools, playing a crucial role in identifying and rescuing people involved in drowning incidents. According to incomplete statistics, each year, members manage to save at least double-digit lives from the brink of death! Thanks to the active participation of Dalian’s winter swimming community, the coverage of drowning rescue efforts has expanded significantly, strengthening the overall rescue capacity and creating a robust safety net against such tragedies.
       

Over the years, the Dalian Winter Swimming Association has implemented a series of effective methods and measures to carry out maritime rescue operations efficiently:
   
1. Emphasize publicity, organizational efforts, and mobilization. Association leaders consistently stress the importance of boosting rescue awareness at every meeting, and proactively participating in rescue activities has now become a natural, voluntary action among members.

2. Emphasizing skills training: The association conducts multiple lifesaving and first-aid training sessions for its members each year. From 2019 to the present, the association has also organized six maritime lifesaving competitions, enhancing both practical skills and operational effectiveness. Each training session and competition serves as both a valuable practice exercise and an effective outreach initiative, helping to strengthen members' safety awareness and rescue capabilities while simultaneously drawing significant attention from media outlets and various sectors of society toward lifesaving and drowning prevention efforts.

3. Prioritize prevention—be the safety guardian by visitors' side. From June to October each year, swimming tourism peaks, so our members remain highly vigilant, promptly reminding tourists and locals about safety precautions—and immediately spring into action to provide swift rescue assistance in case of any incidents.

4. Hire professional rescuers and medical personnel to conduct live demonstrations, educating members on the proper techniques and procedures for CPR, ensuring that all members become proficient in scientifically sound and effective lifesaving methods and skills.

5. Establish a comprehensive rescue framework and equipment system, train paddleboard rescue personnel, and equip them with lifebuoys, long ropes, long poles, and other essential rescue tools.

6. Recognize and reward lifesavers. For instance, establish a "Heroes' Roll of Honor," systematically documenting and archiving each rescuer’s achievements to boost their sense of pride and accomplishment. In 2022, the association honored 22 courageous individuals who saved lives during its year-end awards ceremony. Additionally, the association promptly reported these remarkable acts of bravery to relevant authorities, helping the heroes secure recognition as exemplary citizens. The association also leveraged media platforms to widely publicize these inspiring stories, celebrating the lifesavers as true heroes.

7. Incorporate rescue operations as a key project and evaluation criterion for assessing and scoring each team within the Winter Swimming Association, placing it on the agenda and making it part of the year-end performance review.

8. Emphasize summarizing, sharing, and accumulating experience. Rescue personnel are encouraged to describe the specific rescue process and methods, while also promoting and disseminating vital rescue knowledge.

9. Collaborate with professional rescue organizations, promptly notifying them of any rescue challenges and providing actionable, valuable information to help them mobilize and seek assistance from expert rescue teams.

As a grassroots community organization, the Dalian Winter Swimming Association’s courageous act of rescuing drowning individuals is voluntary, proactive, and undertaken out of a sense of duty—without any conditions attached. This noble behavior embodies the time-honored virtues of the Chinese nation and spreads positive energy throughout society. Day after day, members work together in unity to rescue those in peril, demonstrating their willingness to step up and take responsibility. Their actions have become the most inspiring sight along Dalian’s coastline over the years.
